How are colored light bulbs made?

Colored light bulbs are made by mixing the different wavelengths and intensities of colors. Colored light that we see from a colored bulb is actually a combination of various colors. White light is a mixture of all basic spectrum colors. Other colors like red, green or blue appear that color as they reflect that particular color. While white objecs reflects all the colors, black light is the result of reflection of none of the colors from that object.

A white object would appear white on shining a white light on it but other objects with different colors may not appear white even after shining white light on them as they may reflect a different color. The only way to produce black or white light is to ensure that either none of the color is reflected off a particular object or all of the colors.
